What Is a CAAO?

The title China-Appointed Attesting Officer (CAAO) is granted by the China Ministry of Justice and recognised by the Law Society of Hong Kong. A CAAO’s functions are similar to those of a Notary Public, with the distinction of being the only profession in Hong Kong licensed to handle and issue notarial (attestation) documentation for use in Mainland China.

Since 1981, 569 CAAO appointments have been made, with 474 currently in active practice (as of 31 December 2024).
